Families are to be forced to squeeze their rubbish into new extra small wheelie bins or risk a Â£1,000 fine under the latest Labour plans to crack down on household waste

A Government report calls for "Bonsai Bins", roughly half the size of the wheely bins currently in use, to encourage households to separate more of their their rubbish for recycling. The new guidelines warn against letting larger families keep the bigger bins because other households might suffer "Bin Envy".
